A line from the movie Field of Dreams explains how a large, vacant, state-owned site became the Mill Creek Corporate Center in Salem. In the movie, the lead character is told, “If you build it, he will come,” referring to baseball legend Shoeless Joe Jackson.
In the case of the Mill Creek Corporate Center in Salem, Oregon, the line needs to be changed to “If you build it, they will come.”
Currently, FedEx, Home Depot Rapid Deployment Center, Henningsen Cold Storage, Pac-Trust and Amazon are the “they” who have chosen to build facilities at Mill Creek Corporate Center.
In each case, the company’s decision to do so was the result of the innovative partnership and long-term strategy between the City of Salem and the State of Oregon, who worked in unison with other government agencies to develop the shovel ready site to make it inviting for companies to locate.
Today, the Mill Creek Corporate Center is one of the largest industrial sites along I-5 in Oregon. Working collaboratively, the City of Salem and State of Oregon created a master plan for a 600-acre corporate, industrial campus that balanced economic development and environmental stewardship goals, and secured permits as well as federal and state funding to help companies with building there.
The collaboration between the City of Salem and State of Oregon has made the Mill Creek Corporate Center a sought-after location for businesses.

“Salem’s permitting and plan review process was key to allowing us to break ground on this project in the time that we did. We work in many communities across the region and from experience can say that Salem’s customer service, timelines, and expedited and current permitting are some of the best we’ve experienced.”

“SEDCOR and the City of Salem were tremendous partners in helping Henningsen Cold Storage Co. build two facilities in Salem. After helping us identify and acquire property, they also assisted with the permitting and development process which helped us complete the projects on time. Whenever we needed assistance, we knew the City of Salem and SEDCOR were there to help. We look forward to working with them again in the future.”
